BEFORE YOU BOOK

No register applies
The law sets no licence and keeps no register for pond builders, in England, Wales, Scotland and Northern Ireland alike. The checks are the build specification, ponds they have built, and the rules on water, power and waste.
Ask to see a pond they built two or more years ago.
Water company notice for large ponds (England and Wales)
Regulation 5 of the Water Supply (Water Fittings) Regulations 1999 requires notice to the water undertaker, and its consent, before building a pond or pool of more than 10,000 litres that is designed to be topped up automatically with mains water.
If your pond is that size with an automatic top-up, ask the pond builder who gives notice, and keep the consent. legislation.gov.uk →
Electrics for the pump
Power for a pond pump, filter and lights is electrical work, not part of the pond builder's trade unless they are also an electrician. Electrical work in a home in England and Wales must meet the Building Regulations; Wales treats outdoor work as notifiable. A Registered Competent Person Electrical electrician certifies it.
Ask who wires the supply and which certificate you will receive. electricalcompetentperson.co.uk →
Waste carrier registration
A pond builder who drives away the excavated soil and stone is transporting waste as a business, which needs registration: with the Environment Agency in England, Natural Resources Wales, SEPA in Scotland or the NIEA in Northern Ireland.
Ask for the carrier number and search it on the public register before anything leaves. environment.data.gov.uk →
VAT
Building a pond is standard-rated at 20%. A pond builder turning over more than £90,000 a year must register, charge it and show the 20% separately on the written quote.
Ask the pond builder for the VAT number and check the 20% is a separate line below the liner and pump. gov.uk →
A good answer: A depth that suits its purpose — deeper zones for fish to overwinter, shallow shelves for wildlife and plants.
A good answer: Material and thickness named, with the manufacturer's guarantee.
A good answer: Sized to the volume and the fish load, with the flow rate stated.
A good answer: An electrician who can certify the work — an Electrical Installation Certificate or Minor Works Certificate.
A good answer: Reused for a rockery or levels, or taken by a registered waste carrier.
A good answer: If it is over 10,000 litres with an automatic mains top-up in England or Wales, yes, and they say so.
A good answer: Options named: a mesh or grid, a raised edge, or a shallow design.
Getting the quote right
- Pond size, depth and volume
- Liner and underlay, named with thickness
- Pump, filter and UV unit, named, and who wires them
- Spoil: reused on site or removed, with the carrier number
- Edging, planting and any safety grid
- Who actually attends to dig, line and wire the pond, and whether they are employed or subcontracted
- The VAT number, with VAT at 20% shown apart from liner, pump and labour
Walk away if
- An extension lead from the kitchen as the pump supply
- No idea what happens to the spoil
- No underlay under the liner
- A deposit for the whole job before digging starts
What a pond builder costs: £800–£7,500 per project
Ponds are priced by the project; size and depth, the liner, the filtration and the amount of spoil to remove set the price. Pond Installation price guide →

AFTER
When the job is done
Hiring a pond builder: questions people ask
Neither a licence nor a register is required of pond builders, whether in England, Wales, Scotland or Northern Ireland. The pump supply is electrical work with its own rules.
Usually not for planning in England, where a garden pool counts as permitted development within limits. A pond over 10,000 litres with automatic mains top-up needs the water company's consent in England and Wales.
Expect £800 to £7,500 a project, most often near £2,400. Our pond installation price guide covers what changes it, and the search above lists pond builders where you live.
In England and Wales an electrician on the Registered Competent Person Electrical register can certify it; in Wales outdoor electrical work is notifiable.
A small wildlife pond is a day or two; a large fish pond with filtration takes a week or more.
Yes, reused for a rockery or levels; otherwise it must leave with a registered waste carrier.
