No register applies
There is no licence or statutory register for patio layers in England, Wales, Scotland or Northern Ireland. TrustMark, the Government Endorsed Quality Scheme, is optional. The law reaches front-garden drainage in England and the waste dug out.
Ask for references from recent jobs and check any scheme membership on the scheme's own search. trustmark.org.uk →
Front-garden drainage rule (England)
A front-garden surface over 5 square metres is permitted development in England only if it is permeable or drains onto a lawn, bed or soakaway within the property (Class F, General Permitted Development (England) Order 2015). A solid, sealed surface needs planning permission.
Ask which permeable method the patio layer is using, or whether planning permission is needed. legislation.gov.uk →
Waste carrier registration
If the patio layer loads the excavated soil and old slabs into their van, they are carrying waste for a business and must be on the register kept by the Environment Agency (England), Natural Resources Wales, SEPA (Scotland) or the NIEA (Northern Ireland).
Check the number on the public register for your nation, and that the name matches. environment.data.gov.uk →
Public liability insurance
Public liability insurance is voluntary for a patio layer, and it is the cover that pays out when a slab saw or a dropped flag can crack a window or the house wall.
Get the insurer and limit in writing with the quote.
VAT
Laying a patio is standard-rated, with VAT at 20%. A patio layer above the £90,000 threshold must be registered, charge it and show the 20% as a separate figure on the written quote.
Ask the patio layer for the VAT number and check the 20% sits apart from the price per square metre. gov.uk →
