BEFORE YOU BOOK

Check before you book

No register applies

No licence or register applies to plumbers repairing burst pipes in England, Wales, Scotland or Northern Ireland, so anyone may offer a burst pipe repair. For a burst pipe repair, two legal lines remain: gas work belongs to a Gas Safe registered engineer, and new fittings must meet your nation's water fittings rules.

Ask whether any part of the burst pipe repair touches gas, and if it does, who on the team is on the Gas Safe Register.

Water fittings rules

In England and Wales the 1999 Water Supply (Water Fittings) Regulations govern the pipes and fittings used for a burst pipe repair; an approved contractor must give the person who commissioned the work a certificate saying whether the fittings comply. For a burst pipe repair in Scotland the rules are Scottish Water's byelaws, and in Northern Ireland the 2009 Regulations.

Ask whether the plumber is an approved contractor and will give you the certificate for the burst pipe repair. legislation.gov.uk →

Public liability insurance, including water damage

No law requires a plumber to be insured for the burst pipe repair, but one leaking joint can ruin a ceiling. The Consumer Rights Act 2015 gives you the right to the burst pipe repair done with reasonable care and skill — insurance is what makes a claim against the plumber worth something.

Ask the plumber for the insurer's name and whether the policy covers water damage.

Urgent repairs and cancellation

An urgent burst pipe repair you call a plumber out for is excluded from the 14-day cancellation right by regulation 28 of the Consumer Contracts Regulations 2013. The protection is the price: under the Consumer Rights Act 2015 you owe only a reasonable one if none was agreed.

Confirm the call-out fee and rates for the burst pipe repair in a message before the plumber arrives. legislation.gov.uk →

VAT

Repairing a burst pipe is standard-rated at 20%, on the emergency call-out as much as on the fitting. Once a business's taxable turnover goes over £90,000 it must be registered, and the VAT then goes on the quote as its own line.

Before the plumber sets off, ask whether the call-out figure includes VAT and what the VAT number is. gov.uk →

“What does your burst pipe call-out cost, and what does it cover?”

A good answer: A fee and a time, in writing, before they set off.

“How will you find a burst I cannot see?”

A good answer: Lifting a board or panel near the wet patch, or leak detection if it is under a solid floor — priced first.

“Will you replace the damaged section or clamp it?”

A good answer: A permanent repair with a proper fitting, or a clamp named as temporary with the full repair priced.

“Is the old pipe lead or galvanised?”

A good answer: They tell you, and whether a longer section of the pipe should be replaced.

“Can you photograph the burst pipe for my insurer?”

A good answer: Yes, before and after.

“Will you lag pipes in cold spaces while you are here?”

A good answer: Yes, priced, for pipes in lofts, garages and outside walls.

Getting the quote right

  • Call-out fee and hourly rate, with night rates
  • Leak tracing priced separately if the burst is hidden
  • The repair method — new section or temporary clamp
  • Parts named and priced
  • Making good excluded or priced; drying out is a separate job
  • Who actually attends the burst — the plumber you spoke to, or a subcontractor sent out at night
  • The VAT number, and VAT at 20% shown apart from the call-out and parts

Walk away if

  • No price until the water is off
  • Pushes a whole-house repipe on the night
  • Will not photograph the repair for your insurer
  • Leaves a clamp as the 'permanent' repair
