BEFORE YOU BOOK

No register applies
Working as a turf layer needs no licence or registration in any part of the UK. Ask to see lawns laid a season ago, and get the preparation in writing.
Ask for photos of turf they laid last year.
Waste carrier registration
Taking the old turf and soil off your property makes the turf layer a waste carrier, and every nation requires carriers to register — the Environment Agency, Natural Resources Wales, SEPA or the NIEA, depending on where you live.
Get the registration number in writing and look it up by number, name or postcode. environment.data.gov.uk →
Specified certificate for pesticides
For a weedkiller sprayed on the old lawn before lifting, the rule is the Plant Protection Products (Sustainable Use) Regulations 2012 — a professional-use product may only be applied by a turf layer holding a specified certificate, or by a trainee under a holder's direct supervision.
Ask whether the product is professional or amateur, and for a professional one see the certificate. hse.gov.uk →
Public liability insurance
Insurance is not a legal requirement for a turf layer. Public liability insurance matters anyway: a turf cutter or rotavator can catch a buried cable or pipe.
Ask to see the current insurance certificate, with its limit.
VAT
Turfing is standard-rated at 20%. A turf layer with turnover above £90,000 must register, charge it and show the 20% as a separate line on the written quote.
Ask the turf layer for the VAT number and check the 20% is listed below the price per square metre. gov.uk →
