BEFORE YOU BOOK
Check before you book
No register applies
Nothing licenses spring cleaners in England, Wales, Scotland or Northern Ireland, so a spring clean can be offered by anyone; trader status, insurance and references carry the weight.
Ask for a business name, an invoice for the spring clean and the name of the insurer.
Cleaning chemicals and COSHH
HSE's COSHH rules on hazardous substances apply to self-employed people who bring hazardous products onto other premises, apart from monitoring and health surveillance. Strong degreasers, descalers and biocides used for a spring clean fall within them.
Ask which products the spring clean uses, and whether they are safe on your surfaces. hse.gov.uk →
Waste carrier registration if rubbish goes
A business that takes waste away needs waste carrier registration — the Environment Agency, Natural Resources Wales, SEPA or the NIEA — and in England and Wales section 34 of the Environmental Protection Act 1990 makes you hand household waste only to an authorised person. That applies to bags left over from a spring clean.
If the spring clean includes taking rubbish, ask for the waste carrier number and search the public register. environment.data.gov.uk →
Public liability insurance
No register requires it, but public liability insurance is what pays if a spring clean damages a floor, a fabric or a fitting. Your right to reasonable care and skill in the spring clean comes from the Consumer Rights Act 2015.
Ask the spring cleaner who the insurer is before the spring clean.
VAT
A spring clean is standard-rated at 20% if the cleaner is registered for VAT. A cleaner working alone whose turnover is under £90,000 does not charge VAT and has no VAT number to give.
Ask whether the spring cleaner is VAT-registered; if not, nothing is added to the hours worked. gov.uk →
