No register applies

There is no licence for pre-purchase vehicle inspectors, and no register, anywhere in the UK. The inspection must be carried out with reasonable care and skill under the Consumer Rights Act 2015.

Agree what the inspection covers, and the report format, in writing. citizensadvice.org.uk →

Free gov.uk checks first

gov.uk's used-vehicle steps: check the details match DVLA's record, check the MOT status and history, check for safety recalls, and see the V5C registration certificate — with a DVL watermark — matching the vehicle identification and engine numbers.

Run the registration through the gov.uk checks before paying for an inspection. gov.uk →

The Motor Ombudsman accreditation

Accreditation to The Motor Ombudsman is a voluntary code, not a licence. Its value for a pre-purchase vehicle inspector is the dispute route: the Ombudsman steps in once the accredited business has had eight weeks to put things right, and a final decision you accept is binding on it.

Search the business name on The Motor Ombudsman's Garage Finder. businesses.themotorombudsman.org →

VAT

A pre-purchase inspection is standard-rated at 20%. Pre-purchase vehicle inspectors over the £90,000 registration threshold have to charge VAT and list it separately from the price.

Ask the inspection firm for its VAT number and whether the fee includes the 20%. gov.uk →

“What does the pre-purchase inspection cover?”

A good answer: A written checklist — body, structure, mechanical, electrics, road test.

“Will the inspector road-test the car?”

A good answer: Yes, if insured and the seller agrees.

“Will you scan the vehicle for fault codes?”

A good answer: Yes, all modules.

“Will I get a written inspection report with photos?”

A good answer: Yes, the same day or next.

“Do you check service history and documents?”

A good answer: Yes, against the V5C and MOT history.

“Are you independent of the seller?”

A good answer: Yes — no link to the dealer or seller.

“What will the inspection not cover?”

A good answer: An honest list of limits, such as stripping the engine.
