TWO WAYS TO BUY THIS

Which do you need?

A shelf fitter by the hour

One person booked for a set number of hours who works through your list. There is no scope and no quote: you are buying time, and you say what is done with it.

A company for the job

A business that sends somebody, supervises the work and prices it in writing. Right where the job has a definite end, where it needs equipment, or where you want one party answerable for the result.

What changes between them

A rate per hour against a price for the job; one person against a team; your instructions against a written scope; and VAT, which a shelf fitter under the £90,000 threshold does not charge at all.

THE 60-SECOND VERSION

Hiring a shelf fitter in five steps

  1. Say what the shelves will carryBooks and records need heavier brackets than ornaments.
  2. Know the wallPlasterboard, brick or lath and plaster.
  3. Mark heightsTape on the wall for each shelf.
  4. Cut to fit?Alcoves are rarely square; say if timber must be scribed.
  5. Pipe and cable checkBefore any drilling.

BEFORE YOU BOOK

Check before you book

No register applies

No licence or register applies to shelf fitters in England, Wales, Scotland or Northern Ireland, so anyone may offer shelving. The law steps in only where shelving turns into gas work, notifiable electrical work or building work.

Ask for a business name, the insurer and a written description of the shelving.

Public liability insurance

No law requires a fitter to be insured, but a drill through a pipe or cable, or a heavy item coming off a wall, is exactly what public liability covers. The Consumer Rights Act 2015 entitles you to shelving done with reasonable care and skill; insurance is what pays if it was not.

Ask the fitter for the insurer's name and the cover level before the shelving starts.

Where electrical work starts

If the shelving turns into wiring — a new socket, a spur, a light moved — that is electrical work, which in England and Wales must meet the Building Regulations. A new consumer unit or work near a bath or shower is notifiable, and in Wales so is work in kitchens and outdoors: a scheme electrician or building control only.

Keep any new wiring for the shelving with an electrician on the Registered Competent Person Electrical register. electricalcompetentperson.co.uk →

Your rights if a shelf fails

Under the Consumer Rights Act 2015 shelving must be fixed with reasonable care and skill; a shelf that pulls out under a normal load can be put right at the fitter's cost.

Tell the fitter the load and get an invoice describing the shelving and fixings.

VAT

Putting up shelves is standard-rated at 20% by HMRC, added only when the fitter is VAT-registered. Under the £90,000 registration threshold an individual charges no VAT and has no VAT number to give.

Ask the shelf fitter whether they are VAT-registered; most people booked by the hour are not, and no VAT is charged. gov.uk →

“What fixings will you use for my wall and these shelves?”

A good answer: Fixings matched to the wall and the load.

“Will you check for pipes and cables before drilling for the shelving?”

A good answer: Yes, with a detector.

“Can you cut shelving to fit the alcove?”

A good answer: Yes, scribed to the wall, with the extra hours said up front.

“Floating shelves — how will they hold?”

A good answer: Hidden brackets into solid fixings, rated for the load.

“Are you insured if a shelf comes down?”

A good answer: Public liability, insurer named.

“Do I buy the shelving timber, or do you at an agreed cost?”

A good answer: A clear answer before the first hour.

Getting the quote right

  • Booked by the hour: the rate per hour and the minimum booking, travel, and how materials are charged
  • Booked as a job: the written scope, each task priced, the materials named and the finish described
  • The rate per hour for the shelf fitter, and any evening or weekend rate
  • The minimum booking, and whether finishing a pair of shelves early still costs the full minimum
  • Who brings what: the fitter's detector, saw and fixings rated for the load; your shelves, brackets and timber, or the fitter buys them at an agreed cost
  • The shelves agreed before the first hour — how many, where, the heights and what each will carry
  • ID checked, the rating seen, and insurance if a loaded shelf comes down
  • Who actually attends — the shelf fitter you spoke to, or someone the company employs or subcontracts
  • The VAT number if the business is registered, with VAT at 20% on its own line; one under the £90,000 threshold charges none

Walk away if

  • Plain plugs into plasterboard for a bookshelf
  • No check for cables
  • Shelves out of level
  • Will not say what the shelf can carry
