No register applies
No licence or register applies to anyone injecting lip filler in England, Wales, Scotland or Northern Ireland today. England's government announced in August 2025 that clinics giving fillers will need a local authority licence, but the scheme needs consultation and Parliament and has no start date — so a lip filler injector can trade without one. A beauty policy rarely covers needles. The lip filler injector needs insurance that lists dermal filler by name.
Ask the lip filler injector for their training, their insurance for fillers and, if they say they are a doctor, nurse or dentist, their registration number. Ask for the insurer's name and the line on the schedule that covers lip filler. gov.uk →
Under-18 ban (England)
Since 1 October 2021 it is an offence in England to give a cosmetic filler injection to anyone under 18, or to arrange one, under England's Botulinum Toxin and Cosmetic Fillers (Children) Act 2021. A parent's consent is no defence, so a careful lip filler injector checks age.
Expect to be asked for photo ID if you look young. gov.uk →
Scotland's 2026 Act: passed, not in force
Scotland's Non-surgical Procedures and Functions of Medical Reviewers (Scotland) Act 2026 lists injectable procedures and will make it an offence to give them to under-18s or outside permitted premises, such as a clinic run by a doctor, dentist or prescribing nurse. Those offences are not yet in force, so a lip filler injector in Scotland is not yet bound by them.
Ask a lip filler injector in Scotland where they practise and whether the clinic is registered. legislation.gov.uk →
Health register, if they claim one
A lip filler injector who says they are a doctor, nurse, dentist or pharmacist should be on the GMC, NMC, GDC or GPhC register; using a medical title falsely is an offence.
Search the name and number on the register for the profession they claim. nmc.org.uk →
VAT
Lip filler for appearance is a cosmetic service and standard-rated at 20%, and a lip filler injector who is a registered nurse, doctor or dentist must still charge it. Above the £90,000 threshold the clinic must register and show the VAT apart from the price per millilitre and the review.
Ask for the clinic's VAT number; a lip filler invoice that calls the treatment exempt is wrong for cosmetic work. gov.uk →
A good answer: Honest advice, often less than you asked for.
A good answer: A named product, opened in front of you.
A good answer: A named course and an insurer for fillers.
A good answer: If they say so, a number you can check.
A good answer: A clear emergency plan, from a lip filler injector who has thought about it.
A good answer: Yes, with a plan for how fast.
A good answer: Tell them first; the lip filler injector should advise what to do before treatment.
Getting the quote right
- The amount — 0.5ml or 1ml of lip filler
- The product by name
- Review and top-up terms
- Dissolving, if needed
- Who actually attends: the lip filler injector who assessed you, and whether they are employed by the clinic or subcontracted; a claim to be a doctor, nurse, dentist or pharmacist can be checked on that register
- The clinic's VAT number, with VAT on the lip filler and the review shown as its own line
Walk away if
- No age check
- Treatment at a party or in a home
- No emergency plan
- Pressure to have more filler than you asked for

Hiring a lip filler injector: questions people ask
Not yet, in any UK nation. England has announced licensing with no start date and Scotland's 2026 Act is not in force. Check training, insurance and any health register they claim.
In England, no: since 1 October 2021 it is an offence to give a cosmetic filler injection to anyone under 18, or to arrange one, even with a parent's consent.
£150–£400 per treatment, typically around £280. Half a ml costs least; a senior injector, a premium filler and a London clinic push it up. Check the lip fillers price guide for the full picture, then search your town above for lip filler injectors close by.
Ask the injector; it settles over days, and the review is when the result is judged.
No. A lip flip uses botulinum toxin, a prescription-only medicine, so a prescriber must assess you.
Tell the injector in writing and go to the review. Work not done with reasonable care and skill can be corrected or the price reduced.
