BEFORE YOU BOOK

Check before you book

No register applies

Nothing licenses wallpaper hangers in England, Wales, Scotland or Northern Ireland, so the quality of wallpapering lies in the preparation and the materials, which a cheap quote tends to leave out. Stripping can uncover older coatings, covered below.

Ask for a written scope of the wallpapering: preparation, materials and finish, item by item.

Textured coatings and asbestos

HSE treats drilling a textured ceiling coating or removing a small patch as non-licensed asbestos work, and large-scale steam or gel stripping as notifiable. Before wallpapering scrapes an old textured ceiling or wall, it should be checked.

Ask whether any textured coating will be tested before the wallpapering starts. hse.gov.uk →

Lead in old paint

HSE says lead was widely used in house paint until the 1960s and was not out of all common paint until the early 1980s. It advises against dry sanding or burning old layers; wet abrasives, chemical strippers or extraction are the safer routes for wallpapering on older paintwork.

For a home painted before the 1980s, ask how the wallpapering will prepare old paint without dry sanding. hse.gov.uk →

Public liability insurance

No law requires a wallpaper hanger to carry insurance, but paint on a carpet or a damaged piece is the routine claim. The Consumer Rights Act 2015 gives you wallpapering done with reasonable care and skill; cover is what pays when it is not.

Ask the wallpaper hanger for the insurer and the cover limit before the wallpapering begins.

VAT

Wallpaper hanging is standard-rated at 20% when the hanger is registered, stripping and lining included. Over the £90,000 registration threshold a trader must charge it and show it separately; under it there is no VAT and no VAT number.

Ask the wallpaper hanger for a VAT number; a sole trader under the threshold should add none. gov.uk →

“How many rolls does this wallpaper need with its pattern repeat?”

A good answer: A count from the room and the repeat.

“Is stripping and lining in the wallpapering price?”

A good answer: A plain answer.

“Where will you start the pattern?”

A good answer: Centred on the focal point or chimney breast.

“Will you check textured walls before stripping?”

A good answer: Yes, for asbestos where the coating is old.

“Do you hang specialist papers like grasscloth?”

A good answer: Yes, or a plain no.

“Are you insured while wallpapering in my home?”

A good answer: Public liability, insurer named.

AFTER

When the job is done

Check the seamsTight, matched and not lifting.
Keep a spare rollSame batch, for repairs.
Let it dryBefore hanging pictures.
Rate the jobTell the next person how the wallpapering went — time kept, mess left, price held. Under four stars, the wallpaper hanger is offered the chance to fix it first through make-it-right.

STEP 1Complain to the wallpaper hanger firstContact the wallpaper hanger first, in writing, and keep a copy. Under the Consumer Rights Act 2015 the wallpapering must be done with reasonable care and skill; you can ask for the faulty part to be done again free of charge, and if that fails, for some or all of the money back.
STEP 2Use the make-it-right stepIf you rate the wallpapering under four stars, Locufy asks whether to send the problem to the wallpaper hanger first, and we follow it through before your review goes up.
STEP 3Trading Standards, through the helplinesA wallpaper hanger who will not engage can be reported through the consumer helplines, which pass cases to Trading Standards — Citizens Advice (0808 223 1133) in England and Wales, Advice Direct Scotland (0808 800 9060), Consumerline (0300 123 6262) in Northern Ireland.
STEP 4Small claims, if money is owedIf money is still in dispute over the wallpapering, the small claims routes need no solicitor: up to £10,000 in England and Wales on the small claims track, £5,000 in Scotland under simple procedure, and £5,000 in Northern Ireland's small claims court.
