No register applies
No licence or register applies to power flushing engineers in England, Wales, Scotland or Northern Ireland, so anyone may offer a power flush. For a power flush, two legal lines remain: gas work belongs to a Gas Safe registered engineer, and new fittings must meet your nation's water fittings rules.
Ask whether any part of the power flush touches gas, and if it does, who on the team is on the Gas Safe Register.
Gas Safe Register for anything on gas
Plumbers need no register, but gas does: under the 1998 Gas Safety (Installation and Use) Regulations, and Northern Ireland's 2004 Regulations, only a Gas Safe registered engineer may be paid to work on a gas appliance or pipework. If the power flush reaches a gas boiler, hob or supply, that part is theirs.
Check the engineer's licence by text to 85080, or on 0800 408 5500, before the gas part of the power flush starts. gassaferegister.co.uk →
Public liability insurance, including water damage
No law requires a plumber to be insured for the power flush, but one leaking joint can ruin a ceiling. The Consumer Rights Act 2015 gives you the right to the power flush done with reasonable care and skill — insurance is what makes a claim against the engineer worth something.
Ask the engineer for the insurer's name and whether the policy covers water damage.
Disposal of the dirty water
The sludge and chemical water from a power flush is the engineer's waste to dispose of lawfully. Under section 34 of the Environmental Protection Act 1990 anyone who carries waste away as a business must be authorised.
Ask where the flushing water goes, and whether disposal is in the price. legislation.gov.uk →
VAT
A power flush is standard-rated at 20%; 5% applies only to heating work a grant funds for a qualifying person, aged 60 or over or on certain benefits, in their main home. Once a business's taxable turnover goes over £90,000 it must be registered, and the VAT then goes on the quote as its own line.
Ask the engineer whether the power flush price includes VAT, and for the VAT number. gov.uk →
A good answer: An answer from testing the water or seeing cold spots, not a power flush for everyone.
A good answer: A number, with a price per extra radiator.
A good answer: A plan and a price agreed before they start.
A good answer: Yes, or priced.
A good answer: Yes, with the dose noted.
A good answer: Only the water side, unless Gas Safe registered for boilers.
Getting the quote right
- Number of radiators covered
- Chemicals, inhibitor and filter
- How leaks found during the flush are handled
- Disposal of the flushing water
- Who actually attends with the flushing pump — an employed engineer or a subcontractor
- The VAT number, and VAT at 20% listed separately
Walk away if
- Sells a power flush without checking the system
- No inhibitor at the end
- Pours the flushing water down an outside drain
- A 'per radiator' price that grows on the day
What a power flushing engineer costs: £300–£700 per job
Power flushing is priced per job by the number of radiators; a filter and repairs found during the flush are extra. Power Flushing price guide →

AFTER
When the job is done
Hiring a power flushing engineer: questions people ask
No register applies to the flush itself; any work on the boiler's gas side needs a Gas Safe registered engineer.
Some boiler warranties require a system clean and filter; check the maker's terms.
Old radiators can start to weep once sludge is cleared; agree beforehand how it is handled. If the flush itself was careless, the Consumer Rights Act 2015 lets you ask for the damage to be put right.
£300–£700 per job, around £500 typical for up to ten radiators. There is more in the power flushing price guide; enter a town above to see engineers who work there.
It is the engineer's waste to dispose of lawfully under the duty of care; ask how.
Four to six hours for most homes.
