BEFORE YOU BOOK

Check before you book

No register applies

No licence is needed to clean gutters in any of the four nations; the law instead regulates how the work at height is done.

Ask how the gutter cleaning will be reached, and see the access priced. hse.gov.uk →

Work at height

The Work at Height Regulations 2005 (and Northern Ireland's own of 2005) require work at height to be planned, supervised and done with suitable equipment; HSE says a ladder suits only low-risk work of up to 30 minutes at a time. That shapes how gutter cleaning above the ground floor is done.

Ask how the gutter cleaning will reach high areas — pole from the ground, tower or scaffold. hse.gov.uk →

Nesting birds (England)

gov.uk's guidance for England says all wild birds, their eggs and nests are protected, and it is an offence to intentionally take, damage or destroy a nest while it is in use or being built. A Natural England licence is available only for limited purposes. Gutters, roofs and the gap under panels are where gutter cleaning meets them.

If birds are nesting, ask whether the gutter cleaning can wait until the nest is no longer in use. gov.uk →

Public liability insurance

Insurance is not a legal condition here, yet public liability cover is what pays when gutter cleaning marks a floor or breaks a fitting. Your right to reasonable care and skill in the gutter cleaning comes from the Consumer Rights Act 2015.

Get the insurer's name from the gutter cleaner before booking the gutter cleaning.

VAT

Gutter cleaning is standard-rated at 20%. A gutter cleaning business taking more than £90,000 a year must register, charge the 20% on the run and the downpipes, and print it as its own line.

Ask for the VAT number and check the 20% sits under the full-run price on the invoice. gov.uk →

“How will you reach the gutters?”

A good answer: Pole system from the ground, or a ladder for short tasks; a platform for long runs.

“Will you clear the downpipes as part of the gutter cleaning?”

A good answer: Yes, tested for flow.

“Can I see before-and-after photos?”

A good answer: Yes, from a pole camera.

“Where will the debris go?”

A good answer: Bagged and taken by a registered carrier, or left for your garden bin.

“What if birds are nesting?”

A good answer: They wait until the nest is no longer in use.

“Are you insured for gutter work?”

A good answer: Public liability, insurer named.
